You may qualify at the GS-13, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the 12 grade level in the Federal service: Participating in the development and implementation of acquisition plans for Information Technology (IT) projects. Analyzing contractor business capabilities and reviewing complex service contracts and purchase orders to ensure performance. Developing acquisition package documentation, such as Performance Work Statements (PWS), Independent Government Cost Estimates (IGCE), market research analysis, and justifications. Performing quantitative and qualitative analysis to provide recommendations on acquisition alternatives, such as conducting cost-benefit or lifecycle cost analyses. Monitoring budget execution and performing contract surveillance activities to ensure program requirements are met. You may qualify at the GS-14, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the 13 grade level in the Federal service: Leading the development, coordination, and implementation of comprehensive acquisition strategies and program management plans for large-scale, enterprise-wide IT programs. Serving as a senior analyst responsible for resolving complex acquisition issues, interpreting federal acquisition regulations to support organizational missions. Independently directing the full lifecycle of complex acquisition actions, from documenting technical requirements and creating source selection plans to collaborating with management and stakeholders on complex issues. Authoring expert analysis and justifying recommendations to senior leadership regarding major acquisition decisions, resource allocation, and long-range strategic planning. Conducting post-award contract administration, directing the surveillance of complex cost-reimbursement contracts to proactively identify and mitigate performance, schedule, and cost risks, and developing corrective action plans to resolve critical performance issues. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. For current permanent DHRA employees eligible as a Promotion, this position will be filled as a Temporary Promotion NTE (five years) and may be extended up to a total of five years or converted to a permanent promotion without further competition. For current permanent DHRA employees eligible as a Reassignment, this position will be filled as a Reassignment or Detail and you may be granted Administrative Return Rights to your previous position. For all others, if selected, this would be a Time- Limited Appointment NTE (five years), and extended in increments of up to one year, NTE a total of six years. The selected applicant will be required to sign a written agreement acknowledging the conditions of this temporary assignment and that they may be released from this position upon management discretion.
