MANAGEMENT ANALYST

Time in Grade: Current federal employees applying for a promotion opportunity must meet the time in grade requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. Qualifications: Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below: To qualify at the GS-12 level, applicants must possess one year of specialized experience, in at least 5 out of 6 of the statement listed below, equivalent to at least the GS-11 grade level in the federal service (or similar experience in the private or public sector). This experience must demonstrate the ability to work independently to perform the following duties: Advising internal staff, program supervisors, or managers on administrative, financial, and human capital regulations or procedures. Formulating and executing short- or long-range budgets while conducting cost and trend analyses to support management decisions. Managing large-scale administrative operations, identifying systemic inefficiencies, and implementing solutions to improve workflow. Authoring policy memoranda, briefing papers, directives, or agency-wide standard operating procedures (SOPs). Utilizing diverse purchase vehicles (Contracts, Interagency Agreements, MOUs) to procure large-scale agency services and supplies. Leading cross-functional committees and multi-agency working groups to align resource management goals. Note: There is no education substitution for this grade level. Specialized Experience: To qualify at the GS-13 level, applicants must possess one year of specialized experience one year of specialized experience, in at least 5 out of 6 of the statement listed below, equivalent to at least the GS-12 grade level in the federal service (or similar experience in the private or public sector). This experience must demonstrate the ability to work independently to perform the following duties: Advising executive leadership, and external entities on the strategic integration of administrative, financial, and human capital regulations or procedures. Directing long-range budget formulation, strategic financial programming, or federal appropriation forecasting for agency accounts, to defend funding requests before department-level budget officials. Formulating, drafting, or authorizing official agency-wide policies, strategic directives, operational mandates, or highly sensitive executive briefing packages for agency heads. Overseeing emergency preparedness reporting, including Continuity of Operations (COOP) data and post-catastrophic event coordination for agency leadership. Negotiating, structuring, or overseeing the execution of, acquisition strategies, to include Interagency Agreements or Memorandums of Understanding (MOUs) that impact multi-year agency operations. Briefing agency executives using synthesized technical packages, executive summaries, or strategic research reports to drive organizational policy. Note: There is no education substitution for this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment.
