RESUMES MUST BE TWO PAGES (OR LESS). QUALIFICATIONS MUST BE CLEARLY VERIFIABLE IN YOUR RESUME. GOVERNMENT POSITIONS MUST INCLUDE PAY PLAN, SERIES, GRADE, TO AND FROM DATES, AND GOVERNMENT AGENCY/DEPARTMENT. Must include at least one year of experience performing duties at a level which equipped the applicant with the particular knowledge, skills, and abilities needed to perform successfully in the position. NF-04: 1. Experience in applying acquisition laws, contract principles, statues, Executive Orders, regulations and/or procedures applicable to pre-award and post-award actions. 2. Experience in planning, negotiating, procuring, and administering contracts for a wide variety of complex requirements. 3. Must have experience creating and delivering formal written and verbal presentations to various levels (i.e., writing complex acquisition plans, statements of work, solicitations, contracts and supporting documentation; conducting proposal conferences, evaluation panels, site visits, and debriefings). NF-05: 1. Experience directly related to the duties described above managing complex, multi-million dollar procurements requiring source selection procedures. 2. Extensive knowledge of procurement regulations, contract laws, acquisition planning; Government and commercial procurement practices, contract policies and procedures; and knowledge and skill in negotiation techniques. 3. Proven leadership and customer service abilities, and the ability to meet stringent deadlines in a fast-paced environment. 4. Ability to obtain Certified Professional Contract Manager (CPCM), Defense Acquisition Workforce Improvement Act (DAWIA) II/III in contracting or other applicable professional certification. 5. Must have excellent organizational skills; be highly skilled in written and verbal communications; especially presentation skills to leaders at the SES/Flag Officer level. 6. Must be proficient in Microsoft Windows, Word, Excel, Standard NAF Automated Contracting System (SNACS) and other related software as required. 7. Demonstrated leadership skills gained through mentoring other contracting professionals, leading contracting teams, and or providing government contracting training. Preferred are those candidates who possess a bachelor's or a Master's degree and CPCM, DAWIA II/III in contracting or other applicable professional certification. In addition to having at least one full year of experience working with federal architect/engineer or construction contracting. All Qualified applicants will be rated against the highly qualifying criteria by a rating panel for evaluation of the quality and extent of your total accomplishments, experience and education. Those applicants determined to be highly qualified will be referred to the hiring official for consideration. The highly qualified candidates may undergo an interview and reference checks. All answers to the Highly Qualifying Criteria must be demonstrated in your resume to get credit.
